The postinst script of the package create a symlink in
/opt/google/chrome that points to the current libudev. Which is kind of
strange...
A solution is to reinstall the google-chrome package. No need to install
libudev0.
The main issue is that the official Google Chrome package does not
define a dependency on libudev0.

I encountered this error just now while upgrading from 12.10 to 13.04. I did a
re-install of google chrome
(via synaptic) and this cured the problem. Perhaps this will help somebody.
