Here's one possible fix:
1. Close all System Settings windows.
2. From a terminal, run
XDG_CURRENT_DESKTOP=GNOME gnome-control-center online-accounts
If Google is listed, select Google and either click the - button to remove the
account or turn Chat OFF.
