A work-around was to install openssh-server and tunnel X using ssh.
That allowed apport-collect to run Firefox which Launchpad seems to
support.

What needs to be collected and how can I collect it manually?
xdiagnose seems not to run because launchpad's gimmicks don't work in
lynx. Eventually the apport-collect process gets stuck at a window with
lots of noise about REFERER headers and a message about IFRAME
javascript:void((0)) at the bo
install xdiagnose and run 'apport-collect 1195386'
