Thanks taking the time to report this bug and helping to make Ubuntu
better. However, I am closing it because the bug has been fixed in the
latest development version of Ubuntu - the Gutsy Gibbon.

Surely the problem is that httpd.conf is being referred by apache
itself? Fixing the other packages wouldn't help, and if you refuse to
reintroduce httpd.conf, sort the apache2.conf file out instead.

httpd.conf is deprecated and should not be re-introduced.
I recommend that this bug be closed. The right way to handle this is to
fix the OTHER packages.
