Still happening on Ubuntu 16.04. After boot starting any apps is really
slow and the reason seems to be update-manager hogging all CPU time.
After a few minutes it stops and the system runs normally.

I can confirm that update-manager uses 100% cpu time for minutes. I can
reproduce this by opening the technical details of a package and then
clicking to various packages. The package which usually needs minutes to
load the information is "Linux kernel headers for version 4.2.0 on 64
bit x86 SMP".
Status changed to 'Confirmed' because the bug affects multiple users.
