Fixed in KDE4. The khelpcenter is a Recommends of kdebase-runtime-data-
common, which means it will be installed by default since every KDE
application depends on it.

Me too. Intrepid - khelpcenter - no go. How the hell do I get help for
kaffeine? Can I just go to a folder and print it out? I really want to
get DVB working on Ubuntu. AND, khelpcenter IS INSTALLED. This is a path
problem I think.

I am having the same problem. It affects some, but not all, KDE
programs. So far I have gotten the problem with KPar2 and Amarok, but
with Krusader the Help Center opens normally. Installing khelpcenter
(using Adept or the command line) does not fix it. Reinstalling the
application does not fix it.
sudo apt-get install khelpcenter doesn't fix the problem.
Over 1 year later and the bug still exists in ubuntu intrepid, I even installed
kde on my ubuntu intrepid box, and still the problem occurs even in a kde
session.
