This appears to be because crash reporting to Launchpad was disabled for the Raring release [1], and it has not been reinstated so far for Saucy. According to jtaylor on IRC, it should be reenabled later in the cycle once things settle down a bit. [1] http://bazaar.launchpad.net/~ubuntu-core- dev/
