This appears to be because crash reporting to Launchpad was disabled for
the Raring release [1], and it has not been reinstated so far for Saucy.
According to jtaylor on IRC, it should be reenabled later in the cycle
once things settle down a bit.

I'm having the same problem. Apport goes through the motions of
collecting information, but then doesn't upload it.
