There was a bug in "unsqueezing" of transient windows like the Gtk file
dialog in version 3rc-20070318, which was fixed in 3rc-20070506. This
report doesn't say which version was used, but Gimp works properly with
current versions of Ion3 so I suspect this could be that bug.

Tuomo Valkonen has given me permission to distribute his thoughts on
this issue here.
It is not a bug in Ion3. It is (a) brain damage in Gimp, and (b) bug in the
user. (a) I assume you're using an old version of Ion: update, and you'll
find that Ion will "unsqueeze" transients with sensible size h
Please do not close this bug just yet as I want to get the expert
opinion of Tuomo Valkonen (Ion3's author) as I suspect that GIMP may be
violating the ICCCM[1]
