I (the Debian maintainer for OpenTTD) have just uploaded 1.3.0-1 to
Debian unstable, so it could be taken from there.
Note that to build OpenTTD 1.3.0, grfcodec 6.0.2 is needed, so that
would have to be updated from Debian unstable as well.
