ok, not sure what's happening then, that doesn't make sense, the greeter
is a separate users and should have access to your private files, if
it's working on 12.04 it seems a bug there

Same machine sir, and in every fresh install on every machine, i haven't
changed nothing in permissions , everything is on default.

your user is accessible to other users?

Yes , but in 12.04 this not happen, i can use every wallpaper in my
folder "Images" and lightdm changes it's background in line with the
wallpaper choose, maybe this could help.

that's a known issue due to permissions (other users, including the
login screen, are not allowed to read you private images), see bug
#928553
