Confirmed here on Gutsy amd64 alternate 20070925 (beta candidate). I
selected German, but final system only had English langpacks.

Package locales is installed, so this has nothing to do with the
problem. language-pack-de-base replaces language-pack-gnome-de, maybe
the problem is somewhere around that?
