For ubuntu, I guess we'll have to wait for the Debian package to be

I manually commented the version check in site-
packages/spyderlib/requirements.py (line 48 to 51). Now spyder starts
correctly.
A patch was merged upstream but is unlikely to hit version under 2.13,
unless manually applied. Since the software just cannot be used without
