It seems these files are created by the tcpd package when it is
installed. This package should be installed by default, but was
mistakenly missed out from the default Feisty install. Installing this

I was not able to reproduce this bug. The files were not present, but
when I added them they seemed to function correctly.
Please can you post a little more information on which service(s) you
are trying to restrict and if possible the contents of your hosts.allow
