The workaround works but is buggy.
Launch Chromium, maximize the window, then un-maximize. Notice the
corrupt window no longer has the 3 button cluster at all.
Click anywhere on the desktop, the window refreshes to normal.

There have been several newer versions of Chromium since the original
bug report.
This is no longer a problem in Version 28.0.1500.71 Ubuntu 13.04
(28.0.1500.71-0ubuntu1.13.04.1).
I no longer use Ubuntu 12.10 release.
