I downloaded libtomcat5.5-java=5.5.20-4ubuntu1 which is the version
feisty has and tried to reproduce your problem, but I couldn't.
I extracted the .deb locally and tested your command:
$ jar tvf tomcat-util.jar | grep Mapper
1063 Tue Jan 16 12:52:30 EET 2007
org/apache/tomcat/util/http/mapper/
Did you run following comand to check that your installation is not
corrupted? I've repeated your command without error on the same version
of libtomcat5.5-java
debsums -c libtomcat5.5-java
