I can confirm this issue. I have seen multiple Wubi installations in my
supporter forum ubuntuusers.de where this issue occurs.

What dpkg actually does is extract the contents of the packages, then

Investigating the wubi disk image, ubuntu-12.10-wubi-amd64.tar, the file
/var/lib/dpkg/arch does not exist. So something needs to add i386 as an
architecture.
