After further testing, The line BusID has nothing to do with this issue.
In fact, KDM, by default, doesn't restart the X server after you log out and
drm doesn't like it.

Removing the line "BusID PCI:1:x:x "in your xorg.conf definitively solves this
issue.

The attached Xorg.0.log shows the result after logout. The messages
