As of today, the current raring kernel should be already rc3 [1]. Can
you check with the current kernel in raring too?

That is good news. This bug should be resolved when the Raring kernel
is rebased to v3.8.

Retested with kernel3.8.xrc3 from raring repositories and kernel-generic
3.8rc3 from kernel mainline.
Both are able to perform the hibernate resume cycle(every kernel tested
3 times).

I have done a frash raring install.
Now there is one/two flasher after resume, but than the desktop
stabialize and I can work further.

The bug is there.
I am a bit surprised. AFAIR on a pure Quantal suspend was working. But
o.K may be I remember wrong.
Is it possible that is is not a problem with the kernel, and more one with
Xser
I'd like to perform a bisect to figure out what commit caused this
regression. It would be very helpful to know the earliest kernel where
the issue started happening as well as the latest kernel that did not
have this issue.
