reassigning package to adept following advice in #ubuntu-bugs. Also, the
log files from the upgrade would be a big help if anyone has them, it's
hard to do anything about this issue without more information.

thanks for the bug report. Are you still having problems with this? If
you are it will help to diagnose the problem if you could attach the log
files from your upgrade. These can be found in /var/log/dist-upgrade.
There should be 3 files there, if you could attach those that will help

The solution is to install python-gpginterface package manually and
restart the process:
sudo apt-get install python-gnupginterface
gksu "sh /cdrom/cdromupgrade"
