I still have this same problem.
I've reinstall gnome-control-center-unity, but my background just black.
Changing background (wallpaper/pictures/color) from Appearance not
working at all.

I ran into this on Raring. Manually installing gnome-control-center-
unity fixes this. Somehow, a dependency must not have made it into the
upgrade path.
