As Mauricio said, this is a change in the IPP-Version; not a bug. So i do not
think, that this will change in the future. One has to have the same
IPP-version on all clients and the server.

it seems that the problem is just that the default IPP version has
changed to 2.0 in cups 1.6. My strace confirms that, so i guess that the
solution is to find a way to configure cups to use the IPP version 1.1.

Same problem here. Unfortunately I cannot downgrade cups from 12.10, so
this issue es critical in the sense that I have no control of the print
server. If this problem is not fixed soon, I will be forced to come back
to the 12.04 LTS by a fresh installation.
