It's fixed. After installation I ran some scripts that setup my system.
Including this in /etc/network/interfaces:
# The primary network interface
auto eth0
iface eth0 inet dhcp
It reboots fine now when I comment those lines. The
/etc/init/failsafe.conf file wants to wait for a DHCP request or

This only happens when I want to shutdown/reboot on battery power. With
AC power it does the expected.
