Well, I went ahead, applied the first hunk of the linked sphinx.sty to
my sphinx package, and uncommented LANGS line. Now I get this error:
! Package pdftex.def Error: PDF mode expected, but DVI mode detected!
(pdftex.def)If you are using `latex', then call `pdflatex'.

Do you know anyone who can test it with Japanese locale and ensure that
it fixes the iss
For now I put this workaround in place:

+ * workaround for bug 1043232, disable LANGS, so the build for Japanese
+PDFs is not attempted.
Right now we don't ship any translations anyway.
