after updates today bug was fixed! My Static IP work perfectly both for
wireless card as for Ethernet card even after reboot or shutdown my
computer!

I can confirm this is present in Hardy Alpha 6 updated to 12 march 2008
If I specify a static IP in network-admin or directly in /etc/network/interfaces
The ifconfig parameters work.
But the iwconfig parameter don't get associated.
my onbnly way to get it working is by hand:
sudo wlan0 essid MyESS
It seems to work with the current version of Feisty
