My solution was: do a complete remove of package lo-menubar via
Synaptic, start Writer (so LO recognized this LO-extension isn't
available anymore), quit writer, install package lo-menubar via
synaptic agai

1) Downgraded to previous version, i.e. lo-menubar 0.1.0-0ubuntu4, and
2) Locked version -- using Synaptic Package Manager
