No, I think the instructions are correct. Now that the langpacks have been
updated for the release, is this issue still present? (and is it limited to
Spanish only?)

Which and how should the Spanish language packs be installed?
I found this bug while doing the Localization portion of this test:

Following these instructions:
* Go to Language Support (top-left menu, Settings > Language Support)
* Press the Install
Do you have Spanish language packs installed? datetime-plugin doesn't
translate anything for time/dates, it only displays what's returned by
strftime(), and the calendar comes directly from gtk+2.0.

Well, just saw translations in upstream are 100% complete and also
present in lp:orage. It's either a bug in packaging or in langpack.

Apparently, Orage translates its messages in the Xfce project's
Transifex and does not use Launchpad. Therefore I'm unsubscribing Ubuntu
Spanish Translators team, and I'll poke upstream translators. Thanks
