In CCSM it does say Alt-F10 for maximise window. This is a machine that
came with 11.10 and was almost immediately upgraded to 12.04, so perhaps
that doesn't get changed in the upgrade process.

Also, Unity uses Alt+F10 for its panel menu as you can see. So if
Alt+F10 is bound to Maximize Window too, then this is probably normal
behaviour. Because we don't support binding the same key combo to two
different actions.

In Ubuntu 12.04, the shortcut changed to Control+Super+Up. But the
"Keyboard Shortcuts" overlay should show the current key combo. Could
you please look in CCSM > General Options > Key bindings ... and let us
know what it says next to "Maximize Window"?
