Skype is not free software and can't legally be distributed by anyone
without an agreement from Skype. The current packages are in the
Canonical partner archive and not in Ubuntu. Canonical will have to
update the package.

I am currently working on packaging Skype 4.0.0.7 for Ubuntu and will
have it uploaded and ready to go in a couple of days, hopefully. (I am
having dput problems).
