Thank you for your bug report, closing if that's working again, it
didn't seem likely to be a nautilus issue anyway since the software
didn't change and is not doing anything different from other softwares
to handling scrolling

Touchpad
Update: Not sure what changed -- I deleted the .config/nautilus
directory to no effect, then turned off the overlay scrollbars to no
effect, restarted with overlay scrollbars off, and it touchpad scrolling
seems to be working again.
