I think this may well be a duplicate of bug 875842 after looking a bit.
The following is from the udevDB on that machine. A hypothesis is that
the dell-laptop driver is simply creating the bluetooth device in
software, regardless of whether or not there is actual hardware present.

I checked the hardware and found this:

Which does not say or support bluetooth. This bug is likely related to:
#875842 that was opened on the same hardware.
The issue seems to be that there is no hardware yet
Jeff, it is a bit weird that the Atheros bt card doesn't even show in
the lspci list. Can you:
1) Check that is not deactivated in the BIOS
2) Check that the card is connected
