This may actually be the same resolution as 1606358. I did see one
launcher icon 'vibrate' so, yes, the launcher is actually off screen.

In fact, the Launcher is presented but it appears behind the full screen
window. You can note it e.g. when you reproduce the bug with a full
screen Gnome Terminal window with transparent background.
