Same problem on Lenovo Thinkpad T530:
Changing the screen brightness from the control panel applet "Brightness and 
lock" does work, changing the brightness using the FN key does not.
I noticed that when I set the brightness to 100% in the control panel
applet the fn keys do not work at all (slider that appears only moves
one step to the left, brightness does not change) and when I put the
brightness on 50% the slider works between 20% and 80%.

I did not install any patch and I am running Ubuntu 13.04, on Ubuntu
12.10 everything worked flawless (If I don't count the little bug in
thinkpad acpi that prevents me from turning the thinklight on using acpi
:) )
