Note: I did an 'uninstall/install' with total sources updates (including
sources from VLC author...)
and problem persisted. ( I had problem from the update manager downloading,
then tried to fix broken packages. I did another update, but it would not
install, since vlc package had errors...

problem is in synaptic, and all other programs.
All 'windows' stay where they originate. The also stay on top of other windows.
