I can not reproduce this bug. I tried Lubuntu 14.04 i86 and amd64 with
testdrive development version. Chances are that this was fix already either in
testdrive itself or gtk/glib/pygtk or it only fails in some certain
configuration on Ubuntu.

I guess your problem now is not within lxkeymap itself but in missing Paraguay
xkb symbols file.
wander weather this could be the case when no one has actually created one?
If paraguay layout is similar to argentinian you could try to copy it and
possibly amend it to your needs.
