If you encounter a bug at the login screen, the package is the display
manager: In Ubuntu 17.10 or above it is gdm3. But it is login screen
which asks for the encryption key.

This worked for me:
Delete ippusbxd
sudo apt purge ippusbxd
Install driver hplib
Install libusb-0.1-4 , if not already installed
sudo apt install libusb-0.1-4
Make sure that the scan resolution doesn't exceed 300 dpi.
