I can confirm this bug -- I'm running KDE 4.0.3 on amd64 and had to
switch to emerald to "get back" the window decorations.

I have the same problem on a Toshiba Satellite A215-S4757. I got it to
suspend by prevent the fglrx kernel module from
being loaded, but would very much enjoy 3D and suspend on gutsy.
