I can also confirm this bug. I have had this EXACT same problem (switching to 60hz) with BOTH gstreamer and xine versions of Totem. I am currently using Totem 2.20.0, with the latest gstreamer 0.10.14, and the nvidia Ubuntu restricted driver (with the latest Compiz enabled). I didn't notice this
