I just had this exact same problem, except that I did not only have one
.config/kglobalshortcutsrc.lock file, but a lot of them like:
kglobalshortcutsrc
kglobalshortcutsrc.lock
kglobalshortcutsrc.lock.rmlock
kglobalshortcutsrc.lock.rmlock.rmlock
kglobalshortcutsrc.lock.rmlock.rmlock.rmlock
kglobal
I only noticed a strong correlation between switching between using the
browser and e-mails. I still did not find a 100% pattern yet.

I just wanted to say that I had the same problem and your
(feisty_mem_lower.tgz) solved the problem for me, too. I did not install
ubuntu, but a debian lenny and I just put the files in the tgz in the
/boot/grub directory. Thanks for the fix.
