I recently installed a linux kernel update, but it doesn't look like
it's fixed this issue. I'm on 12.04.3 LTS with Raring LTS (I think):

I agree that 13.04 is reaching EOL.
However, the EOL for the Raring HWE Stack is April 2017 because it's in
12.04.3, yes?
