I have this bug as well in Lucid with ATI Xpress 200M. The display has
constant flickering (50% of the time, not always) when I resume from
hibernate, but very rarely from sleep (suspend to RAM). Did not have in
Jaunty. I suspect a regression in the newer version of xserver-xorg-
video-ati.

I have the same problem as well.
My card is: Broadcom BCM4312.
Laptop: Dell Inspiron 1501.
OS: Ubuntu 9.04.
