Public bug reported:
Bug: Changelogs fail to download in update-manager with apt-cacher-ng in
the default configuration.
Solutions:
1. Enable ForwardBtSoap in /etc/apt-cacher-ng/acng.conf and cross
fingers

I also needed to add "NEWS\.Debian" to VfilePattern to get ubuntu
changelogs to download.
