I believe it is Debian bug #516196 [1] which has been fixed in Debian and
Ubuntu Karmic (9.10).
In short, you have to upgrade your fpm2 to version 0.75 or lator ones.
fpm (GTK+ 1.x) is no longer supported.

Many GTK2 based applications needs the new script "dh_gtkmodules", which
is in libgtk2.0-dev (2.11.6-1ubuntu3).
However, buildds for Gutsy are still using old version libgtk2.0-dev,
which has NO dh_gtkmodules.

1. About XIM and GTK/QT immodules
GTK/QT immodules are better then XIM in many aspects. However, scim's GTK/QT
immodules have ABI discompatibility issue, which is due to the C++. Other IM
servers written in C have no this problem.
Scim have its C-rewrit
This is the latest backports package's bug.
It was backported to solve Malone bug #38904 and #48620. (Request for backports
is #61216)
This problem is due to that, the init system of edgy and dapper are
different.
How to fix:
Edit flashplugin-nonfree's postinst, and find this line:
update-rc.d f
I encountered the same problem. I selected Traditional Chinese, but
knot3 gave me Simplified Chinese.

This is bug of edgy, source package gtk+2.0, version 2.10.1-0ubuntu1.
Many modules of gtk+2.0 were installed in /usr/lib/gtk-2.0/2.4.0/.
However, edgy gtk+2.0 renamed it to 2.10.0, thus many modules will be
disabled.
Involved packages I know includes: scim-bridge, uim-gtk2.
I installed smoothly with a shared /boot with Debian.
I used the 6.06 desktop cd.

This problem do exist. However, I do not think this is a ubuntu specific
problem.
This situation happens sometimes, and is seen in other Linux
distributions.
I do not know any patches for this.
