b79b50c8f06a5c977451995b2d632e5738d7d335 adds tools -> options UI to
enable/disable this compat setting, so now you can have continuous
endnotes even for new documents created in Writer. Anything else to be
done before marking this bug as fixed?

Did you try moving the ContinuousEndnotes opt-in from
writerfilter/source/filter/WriterFilter.cxx to
writerfilter/source/dmapper/DomainMapper.cxx?
The first is the place for docx-only compat flags, the second is the
place for docx+rtf compat flags.
