Apparently not. According to release notes [1], there are more critical
bugs blocking the Mantic to Noble upgrades. This include the libglib
transitional package with Y2038 handling [2] and Thunderbird DEB-to-Snap
conversion [3]

This bug also happens on clean install of Xubuntu 24.04 Final. After
every reboot - but not the first boot
Media label is: Xubuntu 24.04 LTS "Noble Numbat" - Release amd64

It doesn't matter if it's on a VM or on real hardware

In case you are wondering, laptop *does* indeed support UEFI, but I
rather prefer using Legacy boot because can go wrong at any moment.

HP 15 (ac-101ur model, just in case) laptop owner here. Booted Ubuntu
Groovy thumb drive using Legacy method, *no* UEFI whatsoever.
When I first tried to install Ubuntu, replacing Windows (as I now own a
new laptop), Ubiquity yelled "No UEFI partition found" - this bug didn't
occur in earlier vers
