It looks like official Polish mirror of repository stopped syncing with the
main repository at the beginning of February 2017. It seems to be serious
problem, as all Polish users are left without any updates (even security). The
address of the repository is:

This is probably the fault of this problem:

The quick fix for this is to move all dependencies from "Build-Depends-
Arch" and "Build-Depends-Indep" to "Build-Depends" in "debian/control"
file.

As far as I checked 13.1 legacy do not provide script for Quantal, so
you will need to do "--buildpkg Ubuntu/precise" instead of "--buildpkg
Ubuntu/quantal".
Also X-Server 1.13 is still not supported. You will need to downgrade to 1.12.4.
I am not sure how it support kernel 3.5 - will need to chec

Nice to see, that my PPA: https://launchpad.net/~makson96/+archive/fglrx is
working for most of you. As it goes to the rest: try only to downgrade X-Server
using my PPA, but install drivers according to this:

I got it!
Build server sets flags for compiler even if user haven't set any. Thanks to
that knowledge I managed not only to build amd64 version but also reduced size
of the packages from ~350MB to ~25MB.

OK now it is official. It will not build on amd64. It is strange, as it build
just fine on my local 64 bit Ubuntu machine. Buildlog:
