I tried
LANG=C sudo dpkg -i --force-all libc-dev-bin_2.39-0ubuntu8.2_amd64.deb
libc6_2.39-0ubuntu8.2_amd64.deb libc-bin_2.39-0ubuntu8.2_amd64.deb
libc6-dev_2.39-0ubuntu8.2_amd64.deb
and got some errors. But finally resolved.
BEFORE installing usrmerge
LANG=C sudo dpkg
