Hmm, I have a similar problem.
Oddly, this package IS in the official repositories, but the version
reported is ppa1. Is this possibly from the Kubuntu KDE 4 repositories?
If so, it's not named correctly.

Unfortunately, if KNetworkManager is set not to use KWallet, it fails to

I can confirm the new, broken behavior with Ubuntu Hardy.
In Ubuntu Gutsy, the 0%-11% problem existed, however KMix was fully
functional.
When I upgraded to Ubuntu Hardy, the KMix panel changed. I think a
Master channel was added (I don't remember it being there before), and
PCM no longer has a M
