Hello, I have this problem too - XPS 9500, TB16. No problems using this
dock with previous laptop (XPS 9550).
Some extra information that I didn't see mentioned is that USB storage
connected to the dock (USB-A keyfob, USB-C Samsung T5) seem to work OK,
and dock ethernet seems OK. For me, anyway.
I'm seeing something like this on a 32bit Acer laptop - with Intel
graphics - running Kubuntu 18.04.1 - it's been doing it for quite a long
time - but it's still a current bug - I did a full apt upgrade/update
just today.

a Dell XPS, but has been through so many upgrades, the only original
part may now be the power cord!

I am experiencing the same issue. I tried to work around the boot
problem by adding the nobootwait option in fstab, and the system is able
to boot that way, but I have been experiencing a plethora of issues with
other services that rely on the mounted filesystem failing
intermittently during boot.
I seem to be running into this bug on a new build of 14.04.4 when using
an LVM on a multipathed ISCSI drive which I am trying to mount at
/var/lib/mysql.
I'm no upstart guru, so if there is anything I can post to help verify
if it is this bug that is causing an issue please let me know.

I've been experiencing this problem on a nightly basis, every morning I
need to kill and restart pulseaudio to get audio working again.
I tried shutting down firefox and pulseaudio was working the next
morning so I think its likely that the flash plugin is triggering a
pulseaudio bug.
