Strange this is, all I have to do is immediately restart after booting,
and media will play at the right speed---until the next time I boot ...

I'm having the same problem: After doing the latest upgrades with Update
Manager, suddenly sound and video playback is slow!
Looks like a master clock or something is just running at a low speed.
I cannot run envy24control either and get the same message as Ader.
I am running Ubuntu 9.04 (guest)
