In 10.04 you can install the tofrodos package and use todos
apt-get install tofrodos
todos -h

The workaround is to include the line "export XKL_XMODMAP_DISABLE=1" in
~/.vnc/xstartup as in

xrdb $HOME/.Xresources
xsetroot -solid grey
